The Naperville Plan Commission sent a developer back to the drawing board last week after unanimously rejecting his plans to demolish a single-family home and build a four-story condominium complex at Washington and 7th Streets.

DePaulo Builders wanted to rezone the half-acre property from residential to office use with a conditional-use permit for the condominium building. The developer also requested a variance to reduce setback from Washington from 70 feet to 50 feet.

The 48-foot-tall building would include 20 one- and two-bedroom units and 40 parking spaces, of which about 20 would be underground. Access to the building would be off of the alley on the east side of the property.

“The neighborhood was there first. If you were talking about a two-story apartment building, I think you would be better off. What you are trying to do is just too big,” said Commissioner Bill Jepson.

The proposal also included paving the alley. However, residents raised concerns that the alley would then be used as a road.

Developer Joseph DePaulo said the property’s proximity to the 5th Avenue train station was key to his proposal.

“We can soften the product for the neighbors.”
